Anatoly Braylovsky, aged 52, has been sentenced to 90 months in federal prison for illegal distribution of controlled substances and health care fraud. U.S. District Judge Kari A. Dooley also mandated 3 years of supervised release and ordered restitution of $199,388.84. Braylovsky is also accused of hiring a hitman to intimidate a confidential informant while awaiting trial.
Braylovsky, a former internal medicine physician, operated the Family Practice of Greater New Haven, LLC. According to the DEA, his practice was found to have prescribed significant quantities of opioid medications, including oxycodone, alprazolam, and dextroamphetamine-amphetamine, to patients without medical justification. Investigations indicated patients obtained and sold the medications, with Braylovsky receiving cash payments in exchange.
Concerns regarding Braylovsky’s prescribing practices were identified in 2014, leading to investigations by the DEA and the Connecticut Department of Consumer Protection. Despite warnings in early 2016, Braylovsky continued to issue large quantities of controlled substances. Subsequent investigations, including those by the Connecticut Prescription Monitoring Program, confirmed ongoing malpractice.
The U.S. Department of Health and Human Services Office of Inspector General, in collaboration with other law enforcement agencies, utilized a confidential informant to collect evidence. The informant, a patient, conducted several transactions exchanging prescriptions for oxycodone for $1,600 in cash. The office visits were subsequently billed to Medicaid.
From January 2016 to May 2020, Braylovsky’s practice received over $1.6 million from Medicare and Medicaid for Schedule II medications and approximately $590,000 for office visits. Of these amounts, $199,388.84 was deemed fraudulent.
While released on bond and awaiting trial, Braylovsky expressed a desire to hire a hitman to kill or intimidate the confidential informant involved in the investigation. He met with an undercover law enforcement officer posing as a hitman, leading to his re-arrest on August 27, 2021. He has been detained since.
On December 21, 2023, Braylovsky pleaded guilty to charges of conspiracy to distribute oxycodone and health care fraud.
